Out of the cities on the list, I'd say Mooresville, It's near I-70, close to Indianapolis, and near other suburbs such as Plainfield and Greenwood. But I'm very surprised the Acton-Wanamaker area (Franklin Township?) isn't more developed. Its only minutes from downtown, its also within minutes of I-465, I-74, I-65, and I-70. I bet in the next ten years that area will be very populated.

I actually was going to ask this question not too long ago. I don't think that we are going to see that many more "boomburbs" until the current suburbs/townships are filled up. Avon, Plainsfield, and Brownsburg are still growing fast and with new schools and retail/residential developments in all of these towns, I don't think that areas beyond that will see any substantial growth. Still, basic on current trends of the area, I feel that any place becoming a new suburb will already be near the popular suburbs of today.

My top picks in order are:

1. Whitestown (near Zionsville)
2. Mooresville (near Plainfield)
3. McCordsville (near Geist/Fishers)

Parts of Whitestown is in the Zionsville district which is attractive in and of itself. Then with the Anson development, I believe the area will become more desirable and grow even more. Although Zionsville theoretically has room to grow into a large suburb, the very nature of the town is that it has a small town feel with a combination of charming homes at the core and sprawling horse estates at the outskirts (kind of like The Barringtons in Illinois) with open space in between. Whitestown is benefitting from its surroundings and I believe will become a more popular destination in the future.

I could probably see Mooresville becoming more of a suburb and becoming part of the Brownsburg-Avon-Plainfield chain. It is close to I-70, and has decent schools, affordable new homes, and a growing healthcare industry. However, it is also near Decatur township which itself still has a lot of room to grow. However, Mooresville might be able to make its case sound better as a suburb and could potentially "out develop" Decatur Township.

I have heard that McCordsville is becoming a popular destination for families moving from the east side/northeast side of the city. While still maintaining a small town feel, it has good schools and is a safe and affordable area. I think that it may grow well.

Now, having said all this...

If Indianapolis ever succeeds in developing a Fishers to Franklin commuter rail transit line, then my top three picks for growth would be:

1. Franklin
2. New Whiteland
3. Whiteland

Commuter rail spurs growth, especially at the cores of towns it passes through.

The presence of additional suburban development depends on so many factors, so it's hard to say what will happen just 20 years from now.

Nevertheless, likely candidates include Pittsboro, Danville, Whitestown, and Cicero.

Acton and Wanamaker will more than likely never boom, too isolated. The only real thing Acton has going for it is Southeastway Park on the other side of 74. Great park, bigger and better than Holiday. Wanamaker is "quaint" but that's about it. They are both more than minutes from downtown. It's about a 10 minute drive from where Southeastern begins to Arlington Road and about 8-10 from Arlington Road to Wanamaker continuing down Southeastern where it splits off from 74. Also, both Acton and Wanamaker elementary schools are closed. Acton is a little SE of that on Southeastern but even then, trying to get 74 to 465 to 70 you might as well take Southport Road to 65 which would put you downtown in 20 minutes.

Whiteland, not a chance. Greenwood doesn't want to be and Center Grove is a nice trip into downtown with no direct highway access unless you are going out of your way to hit 37. Mooresville is quasi associated with Martinsville and there's a huge stigma associated with that. If anything south, I would say Cumberland would have the best opportunity. The south side as a whole lacks the office park type developments of the north side for it to really take off in that manner. The next developments would be either NW in Boone County or straight west out in the Greenfield area.

I know I am not an expert on Indianapolis but it seems like this post is directionally challenged.
