According to that Link the current 9 country metro will be only 2,152,606 by 2040, that can't be right....

I believe all of Marion CO> is Indianapolis but lets say they would live way on the North side or east side that person would need transportation to get downtown.
For the record, there are at least 4 independent communities within Marion County. Those are Beech Grove, Lawrence, Speedway, and Southport. The rest is basically Indianapolis, though. Correct me if I'm wrong in thinking this...

You are correct, BG, Southport, Speedway and Lawrence are independent cities and the rest of Marion County is Indianapolis. Just don't think IMPD will not pull you over in one of those excluded communities because they will in a heartbeat .
