I think most countries around the world don't have a legal drinking age. In Italy, you have to be 13 or 15 to be served alcohol, but there's no limit if you buy at a store.

As I have mentioned, some of the teens are gang members. In addition to malls, they have started terrorizing our parks.

You think people from Carmel are panicking now, I wonder what will happen when the first group of black teens off-loads from one of the rapid transit buses in Carmel if Indy Connect passes?

They won't come up here, they know the reputation of the Carmel police. 25 years ago as a north Central student, I knew the reputation of the Carmel police. You don't mess with them

Yeah, if you so much as smoke a joint in Carmel you're going to jail instantly. Actually, that probably goes for most places in Indiana.

They don't fear the cops, they fear the lack of freedom if caught. One thing I know criminals hate about getting busted north of 96th St. vs south of it, less likely to be released on recognizance. And something that might get a $1,000 bond in Marion County might very well be a $5,000+ bond in Hamilton County. I don't think there is a statewide bond matrix, and Marion County's bond matrix was based on the bad jail overcrowding issue.
