Carmel is roughly $1 Billion dollars in debt. The people of Home Place probably do not want to be on the hook when that hits the fan. Furthermore, it seems that everything recently that Mayor Brainard touches becomes a huge tract of apartments. While Home Place does not match Carmel in home size, I would not think they want to live next to high density living. Unfortunately, the city used taxpayer money to force annexation on them...

They don't want the property tax increases. With that said, they've basically been able to leech off the more prosperous areas of Carmel and Washington Township for years.

Do zip codes 46280 and 46033 overlap or can they be interchangeable?

They do not overlap, and they are not interchangeable. They both cover specific areas.
