Here are 3
1. Best Neighborhood - Village of West Clay - scenic , friendly, lots of parks for the kids, walking trails for dogs and people, variety of price points to choose from, close to meridian st in Carmel - great schools
2. Fishers - Windermere - good value, golf course, pool club, playground, close to shopping on 96th or 106th st . great schools, HSE - lots of kids
3. New Palestine - Great value, good school, close to downtown/East side, more rural feel

I think Avon is the best place to live around Indy, but again, not technically Indy.

I thought the same thing, lol....but I'll try. Mind you, I'm extremely biased.
1. Zionsville
2. Western Carmel (ex: West Clay)
3. Westfield
4. Noblesville
5. Fishers
6. Brownsburg
7. Avon
8. Meridian Hills-ish
9. Broadripple
10. Lockerby (sp?)
For extremely affordable living and if you are older/retired, I have to throw in Speedway, only because I work for the town and am still amazed at the low crime. I cannot recommend the apartments, but the "village" part of Speedway is extremely quiet. Not a lot of kids. Mind you, it's a mad house a few times a year during races. If you are used to an urban life and on a limited income, Speedway is worth a look.

I guess if we had to move back up there, after having been there done that in Fishers, I'd rank 'em:
1. Zionsville
2. Fishers
3. White River Twp
Read in the paper today how Carmel tried to censor magazine displays and department store ...ok, Victoria's Secret windows to protect it's citizens ... yikes!!! A little too Stepford for me.

Marion County: Lawrence Twp (Geist, Castleton, Fort Harrison areas)
Washington Twp. (Meridian Hills, Williams Creek are good areas though pricey). Also the Dean Road, Allisonville Elementary district area south of 82nd St., ...
Eagle Creek Reservoir area.
Probably some nice areas on the south side too, but I'm less familiar with that part.
Outside Marion County: Fishers, Carmel, Zionsville, Greenwood, New Palestine, Avon, Plainfield, Brownsburg, Pendleton, Noblesville, ...
I would personally prefer to live within Marion County in either Washington or Lawrence Township because of the relatively good school systems, convenience to downtown, convenience to shopping, convenience to parks and recreation (e.g. Fort Ben area, Marott Park, Monon and Fall Creek Trails), good churches to choose from, and convenience to Cathedral High School (my favorite rivate/parochial high school in the area).
