For my first post, I'd like to tackle this question. In short, whether or not you think Indy is the best city in the Midwest probably depends on your perspective and what's important to you. Folks who were born and raised here are likely to be biased towards Indy. If you enjoy a sports culture and value a community's long-term economic prospects over its history, then Indy may be for you.
Domergurl is correct. Cities like Cincinnati and St. Louis have more of an historic feel to them. And I feel like I can speak some about those communities as I have ties -- I lived in Cincy for a bit as a youth and am a native Buckeye, and I have family in St. Louis and visit there regularly. I like both cities, but I don't see anything in either city that makes me eager to leave Indy. Both cities have a nice history and nice cultural amenities. But Cincy also has a negative history with respect to race relations, as does St. Louis. Furthermore, St. Louis has lost a lot of local industry, and despite some positive movement, for the most part those living in the suburbs have largely abandoned the city (particularly north city). The same is somewhat true of Cincinnati. Indy has its issues, but the vibe here is much more positive, in my opinion.
I can't speak about Milwaukee as I know little of the place. Chicago has the Cubs. Yuck!
I spent my high school and college years in Arkansas. An English professor once lamented to me that, in the years she spent as a youth in Indiana, she felt like the entire state was like a Norman Rockwell painting. She meant that as criticism. To this day, I don't understand what's wrong with that.

Honestly, I think that people in Indiana have low self-esteem. Again, prior to 1998 I had no connection to Indiana, so as a non-native I'm almost expected to hate it here. But it's quite the contrary--I can see why people would think Indy is the best city in the midwest (locals or not) and Fort Wayne isn't bad either.

It was sad to see AB go to the Belgiums, but expect more of such buys as our USD is so weak. Keep your eyes on Indy's home grown Lilly....
The only think Indy lacks for us is an airport with more direct flights! People are very nice, culture offerings abound, sports without end and good universities! If we just did not have to always fly to Chicago to go anywhere!

Well, at least Chicago had some good news .... they are going to be the new HQ for Miller/Coors! One could live in NW Indiana and work there!

Heaven ?
Been here 2.5 months and love it.! Quiet, civilized Suburbia~ at last.!! After living in Central Fla. , the Big Apple {Long Island} , Silicon Valley and the Racist, corrupt, a$$backwardz Mid-South~(Memphis) I believe I may just have found Heaven.
But, then again~ I'm a realist SO ask me how I feel in a year or so.

Indianapolis is one of those places where if you love it now, you'll love it in a few years.

it ranks
Good schools, low crime (obviously not "in" the city), roads are better than average, plenty to do and cheap to live. I find it a bit bland but many young families find comfort in that. It's hard to say it's not a great place to raise a family. If my wife and I were to have children I wouldn't want to raise them there just due to the lack of diversity. Not for me, I would rank Milwaukee as the best midwest city. Chicago is one of the best cities in the world but to live NO WAY! Traffic is horrible and the cost of living even an 1hr from downtown is absurd, not to mention when you live there do most people really take advantage of it? no. Visit on weekend getaway and you will probably do more downtown than millions who live nearby in a year.

^ When i went to chicago i didn't see many people... There where about as many people in downtown chicago as there are in downtown indianapolis on a weekday afternoon, Around rush hour on a friday no less. The only time i saw alot of people was when i was in the traffic jam getting into the city, idk where they all went to. At night i saw literally 2 people and a taxi on the street, there where a few people in the dunkin doughnuts store but they where comming from the same place we where! I didn't see many people until i got to S michigan ave and even then there where as many people out on the street as there would be in indy. Also this was the day before the gay pride parade.

The majority of the people from the east and west coast think that Chicago is the best midwestern city. Why? Beautiful skyline, almost 3 million residents, lakefront beaches, diversity, great history, good sports teams, can Indianapolis even compete?
