It took government funds, taxpayer funded grants and capital to build the infrastructure that ISP's enjoy. They didn't build the Internet nor did they build the infrastructure.
The internet is simply networks connecting across the telco's infrastructure. so in a sense, yes they did build the physical internet. just not for that purpose.

I'm not following you here; of course they put up the poles, if not they lease them from whatever utility owns them (like the power company). And utilities fix their own infrastructure when it breaks, not taxpayers. When you say county workers fix it, are you talking about a municipal owned utility? that's the only instance in which that should be happening. and your monthly utility payments include maintenance costs.
I think you're trying to separate ISP's from the utilities that own the infrastructure. If your ISP is not one of the major telco's, they're leasing bandwidth from whoever owns it, like at&t worldnet services, etc. . .

Why aren't you screaming about web sites being blocked because of their content or political views?
I guess 'tis easier to whine about government/business conspiracy's then to deal with everyday issues......
