I would hope so. Because I can easily spot what country people are from, just by their spelling and vocabulary. But as far as an outsourcing an essay to India. I would rather just write my own essay, then try and fix grammar errors in one written by an Indian. But thats just me.

They talk different and some are hard to understand, agree..... but as far as writing good English? Read some of the forums here on CD, both the spelling and English are atrocious. And the posts are by Americans.
Not for nothing, sometimes I wonder at the high and mighty attitude taken by some Americans when 99% of them can only speak ONE language.....
