Speed Levels | Time Warner Cable | Texas (http://www.timewarnercable.com/texas/learn/hso/roadrunner/speedpricing.html - broken link)
Road Runner Turbo with PowerBoost® provides a burst of download speed when capacity is available above the customer’s provisioned download speeds for the first 10 MB of a file. It then reverts to your provisioned speed for the remainder of the download. PowerBoost® up to 30 Mbps claim is based on Road Runner Turbo’s standard maximum download speed of 15 Mbps. PowerBoost® is a registered trademark of Comcast Corporation.
It's in the fine print.

I think a new contract originates with two years after which you go month to month, or new contract at your option. I've just gotten a good deal for the RR stand alone with out a new contract but they guarantee the price for a year, but no contract. I can bail anytime I like... but I'd be a fool at this price.
