The latest results, based on 121,247 tests run from January through October, suggest that throttling is being done everywhere in the world. The results for each operator may not be representative, for several reasons. The sample sizes for each operator vary, from 36,000 in the case of NTT Docomo of Japan, to just a hundred for smaller ones. There is also a 4 percent to 5 percent chance of “false positives” — indications that throttling is being done when it is not.

The NY times link didn't work for me.

Also, I don't have a problem with throttling. Sure faster is nice but it seems if a web page doesn't load in one millisecond it isn't because of the internet speed but rather (I think) because of all the rendering, scripting, firewalling, security protections, etc. Streaming HD on Youtube works fine. My torrents take maybe ten minutes for a 700Meg file (guestimating) depending on the number of seeds. I use cable internet.

I envy you. I use one of those mobile broadband USB devices, and although I usually have between 2 and 4mbps down, I can't watch any YT video without countless interruptions. Seems there is a problem with international traffic, as when I do a speed test between here and the US or Germany, my speed drops to less than .2mbps (oddly more than 1mbps up, just like with national uploads). Since YT servers are probably mostly in the US, that would explain everything. I only don't know if my ISP is deliberately throttling international traffic or whether there is some technical problem...
