How do you find someone thats reasonably priced to design a website (work)

Easy. Contact a local university or college and ask about hiring web design students. You'll get a ton of responses and then you can filter them out until you find the one that suits you best and your goals. College kids love making money and you can let them use your website as part of their professional profile when they interview, assuming your website isn't adult oriented.

Craigslist has a section where you can post work wanted.

Why not post here what you're looking for? I do some small-scale stuff on the side, I'm sure others here do as well.

Otherwise students and craigslist would probably do alright.
