I've seen that behavior with IE when you block third party cookies, might have been a coincidence. Just guessing but it's probably a poorly written script that is checking for a cookie and since they are blocked it can't find it. The poorly written part comes in that it refreshes the page/script and it checks again.
If you're suing IE you can block by clicking Internet options >> Content >> Content Advisor (enable)
On the approved sites tab add the domain and then click "never".
There is better methods for this but a little more complicated like using the hosts file which will block any application on your computer or your router which is universal block for any device on your network.
