This is something that happens to me when I am browsing the forums of a site. Whenever I browse a forum I can scroll up and down the page normally. However, when I am looking at a thread I noticed that my scrolling speed is greatly reduced to being slow. Why is that?

<meh> if you can't find humor in life's problems, use a bullet and end it all before it gets worse.

Since the browser is the same in both instances, the issue is with the scripting or page content. The usual apply - adblock and no-script. Whatever.

Ya most likely its scripts (Javascript) -- Disabling it will show if its the case

Do you have a generic video driver or the card-specific video driver.......this can make a lot of difference in some situations. Could be an old or corrupt video driver also.
