Just wondering ....if I subscribe to a plan such as Carbonite to back up my files and it is for one computer, what happens if I need to change computers (such as replacing the computer or using a temporary replacement while mine is in the shop?
Do they go by the IP address or what?
Also, any opinions of using "Carbonite" vs "Just a Cloud" or some where else?

And how safe are photos if I put them on SkyDrive?

.

Looking over their support pages it appears you can download files from any computer if for example your computer is in the shop. If you get a new computer you can transfer the service to a new computer,

This is exactly right.

The license is attached to a specific computer which is listed on your account. If you switch computers, you just move the license to the new computer. I've done this several times - they make it pretty easy and straightforward. Note that it does take some time to download all of your stuff to the new machine.

Nothing in the cloud is 100% safe.
