If someone else created my website, am I able to maintain it & make edits to the site using different software other than what was used to build it?

I was hoping to get a yes lol. What software do you recommend I use if I want to build my own site; one that will give me a more innovative and cutting edge site?

It all depends on the software. It itwas a compliant software, IE Dreamweaver you are able to open the HTML pages (presumeabley HTML) with other programs.
If they used M$'s software its going to be real mesy opening it in another program.

I design sites in Dreamweaver and when customers want to do small edits they do it in First Page, software I gave them with no problems.

i'm no Professional, but here's one i did.
i created most of it and designed it all.
Many different people can use many different
kinds of software theses days to create them,
but i stick to basics myself.

I am more of Server-Side Java/.NET developer, but the Designers I work with exclusively use DreamWeaver, it produces the most clean and compatible CSS, JavaScript, HTML and XML.
