What is an ideal broadband speed for normal browsing plus picture upload and watching online television?

None of the above.

For uploading and downloading the correct answer is "fast as you can afford".

For online media, the correct answer is, "the speed that your provider can maintain stable throughput during peak usage".

The video by a far margin would need the most speed. Standard DVD quality video with a resolution of 720x480 can be achieved at 1500 to 2000kbps using a compressed format like WMV, Divx etc. For decent HD it needs a speed up around 8000 to 10000 kbps for starters and high quality HD really needs about 15,000kbps +. I beleive Blu ray for example is encoded at 25,000kbps +.
