I am looking for (free) software that will allow me to view images (.jpg files) and mark them up with highlights, circles, arrows and notes. I'll need to be able to save the "marked-up" version. Please help.

Irfanview will do the notes, circles, arrows. Don't know about the highlights.
It has an edit menu that opens a Paint dialogue box.
Download IrfanView

Irfanview is a great program but it's more of a utility type program, batch operations for example like resizing all the images in one folder.

You might want to check out Gimp or Paint.net which are image editors.

Why not just use MS Paint? The Win 7 version is greatly improved over previous versions.

Newer versions of IrfanView are actually perfect for simple markup.

To be fair, Windows Paint is also usable. That's what I used to use. I think Embellish is better, since the notation is stored as objects, but it's old enough now that it behaves somewhat strangely in modern Windows, and it's also very hard to find.

One of the few excellent OS/2 tools I had that was ported to Windows.

Should have clarified I meant if you're looking for nice presentation Irfanview isn't exactly best tool for the job. Note this wasn't done with Gimp or Paint.net but should easily be achievable with either.
