Better small cap international fund: VINEX or VFSVX (Vanguard, compare, equity)

Which is a better small cap international fund: Vanguard International Explorer VINEX or Vanguard FTSE All World exUS Small Cap Index VFSVX??

VFSVX appears to be a true index fund, but it seems more volatile than VINEX. It's difficult to compare VFSVX as it's only been around short term. I would like a supporting fund in this equity class, just not sure which way to go. VFSVX is much more diversified, but that doesn't necessarily make it a better bet.
