Thank you for your help. Is there any decent towns near Cedar Rapids or Dubuque that have a fairly low living cost but not more than 45 minute-1 hour from them?

Council Bluffs..
Council Bluffs is not only gaining a Google Data Center with plans of major future expansions, it is becoming a tech center that is spilling over from its neighbor Omaha. I recommend Council Bluffs, it's becoming a great city.

Bluffs is in a VERY enviable position. Google has a lot of things in the works that will keep it on top for a long time (of course that can change in the tech world), but they are on a roll.

such a different city than 10 years ago
Council Bluffs again had a record-breaking housing sales year, and the amount of permits being issued is breaking 500 a year, and there are many new retail and anchor type stores being built, the city is on a huge roll and is not only becoming a producer for the Omaha metro, but a regional producer for SW Iowa and the state of Iowa as a whole.
In five years, the city will be transformed, there are some awesome things happening in that city. And I wouldn't doubt the housing permits jump to 700-1000 per year.. The city is in a pre-stage boom town mode, it is the next Iowa city to break 100,000 people.. I promise that!

Not too mention many more jobs are being created because of all the industrial development from the Glenwood to C.B. I-29 Corridor. Pretty much all the land along I-29 has been purchased for enthanol plants, google etc.

that multi-billion dollar power plant also...
It's been stated that the total amount of jobs in CB is going to sky rocket from its initial opening, so far about 2 square miles have been purchased by google..

Cedar Rapids and Iowa City would be good choices. Both are extremely safe cities, and the U of Iowa injects a lot of high paying jobs into the Iowa City market.
Don't let anyone start going off about crime stats in Iowa - having lived around the country, crime in Iowa isn't anything about spend time worrying about. Yes it happens, but at least the violent crime rates in Iowa cities are almost non-existant compared to the rest of the country.

Since DSM has a lot of cube space (Finance, Govmt Administration, etc) I would imagine you could easily find an IT job there.
Cedar Rapids / Iowa City probably too but the industries there are more focused on the manufacturing / high tech side of things vs. IT.
