I have a close relative who's a prosecutor in Spokane, and he says the drug crime (meth and opiods) is the highest it's ever been in the 30+ years he's worked there.

I don't know how that compares to crime in the Quad cities, but you can look it up on www.city-data.com

There's no state income tax in Washington state, while Iowa does have state income tax. You'll have to look at County Assessor's websites, etc. to compare property taxes, and real estate sites to compare housing costs.

I personally wouldn't live either place.

My relatives are moving to South Dakota when they retire.

Speaking as a person who spent a year in Iowa (Des Moines area) and has family in Eastern Washington I'd pick Spokane any day. Much more scenic location. The cost of living isn't going to vary that much between the two. The weather in Eastern Washington is definitely better. Its cold in the winter, but you don't get that steam bath humidity in the summer. Drugs? Meth and opiods are a problem in many predominantly white communities in the country. I doubt the Quad Cities are hugely better than Spokane in that area.
