CAELENSGRAM is on a distinguished road
I know that your children are small yet, but I strongly suggest that you introduce yourself over at the school they will attend and get involved with some volunteering. In smaller towns, those that get involved with the community really have the best experiences. I know that Iowa City is much more liberal than any town in Iowa ( except maybe Ames ) so you may have a bit of culture shock - but if you stay away from discussing politics, you'll find that folks are folks, especially when it comes to being a parent.

Try to slow down and enjoy what Atlantic can offer you. Good luck!

But the big thing is, how do you go about meeting people? People here are nice but stand-offish and being used to the energy and vitality of Ia City has been a bit of a shock.

Any ideas?

Well, you have moved to probly one of the worst areas in Iowa you can possibly imagine. Between DM and Omaha is nothing but tiny dried up towns.
