I completely understand what you're saying. The larger school systems are not for everyone, and you sound like you would definitely feel more comfortable in the Western Dubuque system. For two years running now... the
America's Promise Alliance has named the city of Dubuque as being among the nation's "100 Best Communities for Young People." What I'm saying is that there is a committment to youth both in the city and across the area, and you'll be fine whichever school district you choose. New elementary schools have been built in the last 5 years in Epworth, Peosta, and Asbury, so you can see where the young families are living at!!

I think you're referring to the Evergreen Meadows complex there, and yes, I have seen them. Unfortunately, apartments are going to be hard to come by in Peosta. Practically the entire town is single-family homes!! If I were you, I'd also give equal consideration to any listings you'd find in Asbury or the west side of Dubuque. The complexes will be larger, of course, but the choices and availability are much greater also.

^^^ Check out the listings above. Anything that says "Asbury" "West End" or "West Side" in the listing is going to be your best bet.

Absolutely. Don't worry on this one. The WD schools enroll many farm kids and those from the small towns across the western 2/3 of Dubuque Co... Peosta, Epworth, etc... The only downside as I see it is this: there only 2 high schools and 2 middle schools in the system, and because the population is rural & spread out (over 550 sq. mi.!), you may do quite a bit of commuting to and from the schools. Even then, it won't be that bad, however.
Keep the questions coming if you have any more...
