That's because the tail that wags the dog (Chicago) skews every state-wide average.
I can speak from personal experience that
downstate Illinois is nearly identical to Iowa with respect to cost-of-living factors. In fact, homes and apartments located in the Illinois Quad Cities are cheaper than their counterparts in Davenport and Bettendorf.
