I have family in Tipton, and spent a lot of childhood time there, so I should be able to help...
I don't think Tipton has more than 3k, so that is going to be a negative, however - Tipton does have quite a few cafes/restaurants and shops for it's size.. so that is a definite plus. Everything you need is right there in town along state hwy 38.
Overall it is a pretty clean town, Cedar county is nice with a lot of nice people. You noticed they have a new(er) aquatic center, which is small but accomodating. The best part about Tipton is you are in a completely rural county, surrounded by all metro counties. Cedar Rapids, Davenport, Iowa City, and Muscatine are all within a very easy driving distance.
Sounds like you will have kids in school activities - so you will probably be able to meet quite a few local families that way. However, if you are from Minneapolis as your name implies - be prepared for a change!! Keep an open mind, and be patient with people as they are slow to warm up to new people in these types of areas.
All in all, I'd recommend Tipton - Good luck!!
