I would recommend Cedar Falls. It is a growing community with an active main street area. It is very family and pet friendly. There is an amazing network of bike paths that connect the city to George Wyth State Park which includes a small lake (army corp is making it larger now) and the Cedar River. The city has one of the three state universities, UNI. Farmers markets in the summer, mall, main street shopping, unique restaurants (mostly on main street), cinema, the arts (theatre/opera/ballet/musical theatre) are available through the Gallagher Bluedorn Performing Arts Center at the University, they also have a small university museum that has great exhibits. Very low crime, boating in the summer, water park for the family, dog park...I could keep going on. In the winter...it is cold, but so is Virginia. There is cross country skiing on the bike trails in the park, ice fishing, indoor gyms, indoor pools, etc. Good Luck!
