I don't know what town you are talking about but certainly not Dubuque, Iowa. Go down to Jackson and Washington street and park a locked nice car there overnight. I guarantee windows will be broke and car stripped by morning.
Try walking downtown area up to 30th street after dark and you will not be posting on this forum the next day. Dubuque has changed and City does a great job of keeping bad things quiet.
Listen to a scanner for a week and get real picture of areas you don't consider high crime areas.

I am a 20+ year resident of Dubuque. I worked downtown. I have family downtown. I know precisely what I'm talking about. Its very sad that you have to engage in such hyperbole to hold together an argument that is based solely upon heresay and anecdotal claims.
If you could provide some facts to back up your claims..., perhaps I would change my mind, and agree with you. Unfortunately, you have not a single fact to support your outlandish stories. NOT ONE! Only your silly "guarantees" and "go here" and "do this," etc... That just doesn't cut it. Sorry!
You're a fear monger, sir, and its truly, truly sad. Perhaps you need to spend more time in the areas that you claim to know so well!

Even in Cabrini Green you couldn't make such silly claims as that.
Davenport has far more crime than Dubuque, and there's nowhere I would be that afraid to leave my car overnight. These kind of fear filled comments are beyond ridiculous, and I do listen to a police radio and have a Bachelors in Law Enforcement.

Dubuque is safe. Safer than Cedar Rapids. Safer than Des Moines. Safer than D-port. And even those cities are safe unless you are actively looking to get yourself in trouble.
Yeah don't leave your car unlocked on the SE side with a laptop computer on the dash. It might be gone in the morning. Duh.

The town is 96% white. So, where is the danger, unless you are caught having sex with the farmer's daughter or out there selling, cooking or smoking meth on the backroads?

Then please, by all means, import a bunch of Mexicans, Somolians and Laotians.
Some of us don't want "diversity". I would love to live in a city that is 96% white and less than 2% black. With that demographic, it is safe to walk down the street, anywhere.
Want to rank the safety of a city? Look up the city on Wikipedia, scroll down to demographics and see the percentages of whites and non whites. The more non whites, the more dangerous the city. You know that. Quit calling me ignorant for stating common facts that you choose to ignore at your peril.

A city is safer with whites, go research the race of serial killers and you'll get your answer. You need to get out more and educate yourself and maybe you won't be such a bigot and ignorant. You are giving Iowans a bad name.

Iowa Street isn't all that terrible, but I personally wouldn't live down there. Too much night time activity for my liking. I lived 2 blocks away at 17th and Central. This is typically a low income neighborhood and can be quite active at night with police activity. People can say all they want, it may not be the ghetto, but it's Dubuque's version of one.

Emmett street is a decent neighborhood. I live just down the street right near the cable car now. This is more of a tourist area with more commercial area and less populated. Parking can be a bit of a problem sometimes especially with events at the Cathedral. There is a residential parking district there also to help with that.
One of the interesting things I've found about living downtown, there really isn't a neighborhood community. Down here everyone pretty much keeps to themselves for the most part. I grew up on Grandview (Dubuque's version of suburbia) where we had a close knit neighborhood.
