Based purely on taxes - it's probably about a draw. I'd look to other criteria that you find important when deciding between the two...

Property taxes in Des Moines are high, that's about all I know.

The Quad City area is usually defined as the cities of Davenport and Bettendorf on the Iowa side of the Mississippi River, and Rock Island and Moline on the Illinois side of the Mississippi River. The Quad City area includes two cities in Iowa (Davenport and Bettendorf) and two cities in Illinois (Rock Island and Moline). Hence, the term "Quad Cities."

Both states are large geographically and diverse in terms of have some very small towns and a few mid-sized cities. I think you need to narrow down what you're looking for first. It is pretty hard to lump an entire state in one group and define it. e.g....living in BFE Nebraska isn't going to be the same as living in downtown Omaha, Nebraska.
Also, (and please don't be offended), but the types of questions you're asking (i.e...state tax rates, what is Quad City) is found within 2 seconds by doing a google search.

I have lived in Iowa for the past three years. I would definitely pick Des Moines as my favorite place to live. Unless you like really small town living, which is what you have in most of the other towns. With the exception of Ames, Iowa City, and Cedar Falls which are all college towns and most everything is centered around the university. As another poster mentioned, Des Moines is really growing and for a smaller city offers a wide range of activities to choose from, not to mention one of the best farmers markets ever!
