I think a good solution would be to work out a deal with the state prison in Ft. Madison and the U of I football program. They could let them out durring the season for practice and the games but lock them up at night and off season. The state could get get a cut and the players could still get an education via online link in the prison.

Catch a wrestling meet at the University of Iowa. You will be hooked. Last year the Iowa-Iowa State meet drew just under 16,000 fans.
