The ranking doesn't surprise me. The city's economic development department and the Greater Dubuque Development Corporation seem to be extremely aggressive in attracting and growing businesses in the city. Membership in the Dubuque Area Chamber of Commerce has also risen significantly in recent years. There definitely seems to be a very pro-business climate in Dubuque, from what I can tell.

Very exciting stuff happening in DBQ......you can tell just from all the people moving there on this board!

The movement TO Dubuque is because of IBM. There will a movement OUT of Dubuque in ten years when IBM leaves town.
IBM has a track record of milking cities until the incentives are gone and then they move on to another city opening the vault for them.
Time will tell but I suspect Dubuque will regret forking over so much to IBM.

We have a few problems, such as Thermo-Fischer is closing down and 350 people will be out of work. But we`ve lost other plants and survived. IBM and Hormel will be bringing in almost 1500 new people together. So yes exciting, but not all excitement is good. The city administration has put all our chips on the IBM deal. If as IBM has done before and pull out after a few years, well that will be a long term setback. So Dubuque is IBM all the way. I`m hoping everything goes good and pray something good will happen for the people at Thermo-Fischer.

There is no guarantee IBM will bring the 1300 jobs. I'ts not like Dubuque will kick them out if they don't. I am guessing 600 or 700 jobs at the most. Time will tell if Dubuque wins or loses on the deal.

Not enough people making money in Dubuque to buy anything from a business. Not sure how CNN comes up with their data. I would never open a business in this town because it would fail.
