True, Muslims must be more active in fighting against terror.
This is their responsibilities in the first place.
ISIS is not the only problem in Islam, history filled with stories like ISIS.

The problem not that we do not speak out against the terrorists, because we do speak out against them. The problem is the terrorist groups consider themselves to be the only Muslims and the rest of us kafirun.

Plus we have no way to identify a Terrorist until after they have committed an atrocity. A would be Terrorist is not going to identify themselves, as such, to the majority Muslim population.

We have no central religious hierarchy, Islam is basically between the individual and God(swt) alone with no clerical intermediaries. No person or group speaks for Islam, a persons actions are their own responsibility.

With that said even with what I just said, virtually every Muslim has taken action to stop the evil ones from committing crimes. there is no central agency that finances protest, demonstrations etc. Our actions have to be funded by our own resources and abilities.
Islam has no central funding, each Mosque is local and often financially supported by the Imam and his Families. Most Mosques in the US do not even have an Imam. The Mosque is simple a room in an individuals house and the oldest person present serves as Imam, actually the person present with the most knowledge is to serve as Imam,and that is nearly always the oldest person present.

There is a problem for the majority of moderate Muslims to fight against terror.

There are many other verses where Allah cast terror onto non-Muslims.
In the Hadiths there are many other statements that condone terror.
In the Reliance of the Traveller [ a Sunni Guide], it is recommend Muslims must cast terror at least twice a year to keep the kuffar in check and in a state of fear.


If the moderates insist those Muslims to desist from terror against the kuffar they are going against the words of Allah as in 3:151, i.e. cast terror into the hearts of the infidels [non-Muslims].
This is why we do not hear of much noise from the moderate Muslims. They will make some noise when Muslims went to the extreme and it become obvious to ignore.
In many other cases, the moderates would only dare to make small noises. If the jihadists throw the book [Quran relevant verses] the moderates will have no arguments to defend their pacifism or non-action.


Where Muslims fight against ISIS it is not based on Islamic ideology but their political survival, e.g. ISIS threaten to exterminate the Saudi royalty for good and replace the other Muslims governments and dictators.


Besides as Woodrow stated, there is no central authority in Islam to insist who is wrong or who is right.

Afghanistan

Afghanistan became the hotbed of Islamic terror activities in the mid-1990s. Several terrorist groups including Lebanese Hizballah, HAMAS, the Palestine Islamic Jihad, and Ahmad Jibril's PFLP-GC have been provided funding, safe haven, training, and weapons in Iran.

Iraq

Since the US led invasion of Iraq, the country has fallen into a violent spiral. The presence of US troops has attracted Islamic terrorists from the Middle-East and around the world. Al-Qaeda is believed to have established a toe-hold in the country along with various splinter groups. Some of the other terror organizations active in Iraq include Ansar al-Islam, Al-Faruq Brigades, Al-Mahdi Army, Iraqi Resistance Islamic Front (JAMI), Jamaat al-Tawhid wa'l-Jihad, Jaysh Muhammad and Kurdistan People’s Congress (KHK).

Pakistan

Pakistan has long been a staging ground and planning centre for Islamic terrorists operating in South Asia. After the launch of Operation Enduring Freedom, thousands of terrorists were either killed or driven out of Afghansistan, mostly finding refuge in Pakistan. Pakistan and its secret service (ISI) have also been accused of training and funding several terrorist groups operating in Indian Kashmir and the terrorist attacks in Mumbai. The links have long been clear, since the the terrorist groups based in Pakistan operate in plain sight and have a distinct Afghan and Indian focus. The massive leak of U.S. Intelligence data on the Wikileaks website further showed the complicity of the Pakistani state with terrorist groups, used to establish a (false) state of deniability. New York Times journalist Carlotta Gall has written a book that further delves into the Pakistani state's deep involvement with terrorism in Afghanistan. The former Canadian ambassador to Afghanistan and minister, Chris Alexander has made a similar assertion calling Pakistan a state sponsor of terrorism.

Pakistani groups have been aligned with Al Qaeda, based in Pakistan and have been responsbile for numerous terrorist attacks in Afghanistan and have expanded their sights to Europe and North America. Some of these terror groups include Lashkar-e-Taiba, Jaish-e-Muhammad, Lashkar-e-Jhangvi, Al Qaeda, Tehreek-e-Jaferia, Sipah-e-Sahaba, Al Badr, Harkat ul-Ansar, Hizb-ul-Mujahideen, Tehreek-e-Nafaz-e-Shariat-e-Mohammadi, Jamaat ul-Fuqra and Muslim United Army.

Syria

Even as Syria continues to reduce its presence in Lebanon, it also continues to fund and host Palestinian and possibly Iraqi terrorist organizations. HAMAS, the PIJ, the Popular Front for the Liberation of Palestine-General Command, and the Popular Front for the Liberation of Palestine are some of the Islamic extremists that continue to operate from Syria. Syria has now become the hub of terror, where Islamic fundamentalist terrorists from Europe, Asia and the Middle-East are fighting the Assad regime to wrest control of the country.

Sudan

The African country of Sudan been a training hub and safe haven for members of several of the more violent international terrorist and radical Islamic groups of the last decade. Among the terror groups known to have operated from Sudan are Hezbollah (Party of God), Palestine Islamic Jihad, Abu Nidal Organization, HAMAS (Islamic Resistance Movement) and several smaller Islamic insurgent groups operating regionally in Ethiopia, Eritrea, Uganda, and Tunisia spreading extremism and killing innocent people based on religion and as part of criminal activities.

In fact, over and over we find mosques and 'moderate'' Muslim organizations supporting terrorism.

Omar Ahmad, co-founder of CAIR, was captured on FBI surveillance tapes at Hamas meetings in the U.S.A. during 1993 explaining that the IAP could not, for political reasons, admit its support for Hamas, and then discussing how the Hamas agenda could be cloaked and advanced.

There's more, but this gives an idea of what CAIR is about. They are a bunch or terrorist supporters and trouble makers. I've been following them for years.

Over and over mosques are found teaching hate and terrorism.

Who cares about Scholars and books. Just my opinion and view, as I know that most Muslims are peace loving, good souls. And there are good and bad everywhere amongst all mankind. But the world is really getting sick of all this Islamic radical extremism wreaking havoc, death, rape, murder, beheadings, throwing people off roofs, enslaving women and children upon this world. Wouldn't it be nice if all Muslims were like the Sufi's? It is getting old, this savagery, and pure evil unleashed upon the world. The strife between Shia and Sunni, the hate that many Muslims have for Jews and for the west and for America. The eternal war, the never ending violence, the radicals in the religion,...the world is sick of it. Funny when I hear Muslims shouting Allah Akbar, right before they shoot an RPG, or blow up something, or in the midst of war. Does anyone really think God is listening to and blessing these murderous devils?? Does anyone think that these barbarians are going to heaven after killing or blowing up innocents? Does anyone think they are martyrs that are going to enter paradise after blowing up innocent children and women in the name of God??? How deceived, tricked, delusional, lost, and pathetic can men be?? Muslims always referring to the hereafter, as if they are the ones who have it all locked down, and figured out. Does any God really expect men to go around killing and maiming on his behalf, so that all on earth will bow down to him 5 times a day? Does God really care that much about puny humans who live for a few years? This jihad nonsense, pure nonsense, pure evil. The world is sick of radicalized Islam and all its hate, and violence, and madness. And any sick, twisted soul who supports them, is as equally as evil. Just my opinion and view. Where is the love? Calm the heck down, get a hobby. Stop the insanity. The God I know is a God of Love...
