I know you have a habit of not answering question posed to you, but, if someone was to provide to you a book that professes to be of the "same caliber" as the Quran, who would be the arbiter?

This would be interesting. However, first you need to define the "caliber of Quran" in your own understanding.
This is not an offensive or trick question. It's only an attempt to understand your point of view.

Actually, I've made no claims of the caliber of the Quran. My only question, (which has gone unanswered if you will notice) is who is the arbiter of what writing is of the higher caliber?

The arbiter is any one with basic education and basic logic and fair and neutral and independent by providing him
the key parts and the proofs that that are in the final Holy Book from the creator (The Holy Quran) to compare it with the key parts and the proofs in any other book claimed that it is from the creator
for example I have created this thread to high lights the proofs and the miracles in The Holy Quran
so anyone who claims that his book is from the creator let him post a thread with something similar
Or have they taken for worship (other) alihah (gods) besides Him?
Say: "Bring your proof."
This (the Qur'an) is the Reminder for those with me and the Reminder for those before me.
But most of them know not the Truth, so they are averse. The Holy Quran

Do you not see that Allah sends down water from the cloud, then We bring forth therewith fruits of various colors; and in the mountains are streaks, white and red, of various hues and (others) intensely black? The Holy Quran Chapter #35, Verse #27

it is more 1400 years old and it also contain stories and kind of history events and hints and signs to scientific facts
these scientific facts are considered miracles because it could not be told by any human being at that time 1400 years ago,

also they are considered proofs against non believers who do not believe in the creator or those who do not follow Islam .

in this place the The Romans was defeated by the Persians in about 1400 years ago.
and this place is the Lowest Place On Earth.

and the Quran mentioned that it is the Lowest Place On Earth in the following verse.
Alif, Lam, Mim.
The Romans have been defeated
in the lowest land....................... The Noble Quran. 30.1:3
This is not a miracle. This is a Guinness Record maybe.

A miracle is an event caused by God as a lesson to humanity. That taught... absolutely nothing.

Okay it is not a miracle but it is a sign and one of the proofs that Holy Quran is from the creator .

the first one to document this rare natural phenomenon is the Holy Quran
Would any of you like to have a garden of palm-trees and vines, with rivers flowing underneath it, with all kinds of fruit for him therein; and old age hath stricken him and he hath feeble offspring; and a fiery whirlwind striketh it and it is (all) consumed by fire. Thus Allah maketh plain His revelations unto you, in order that ye may give thought .
The Holy Quran 2:266.
