I'd like to make some cookies for my Muslim friend. Can I make her sugar cookies (without vanilla?). She keeps strictly Halal..
If not, can someone suggest some easy cookies that she can have?

As far as I know, halal comes in only in terms of cooking meat (animals), I'm not sure about sugar cookies, though. Maybe there is

Find an Arabic/Middle Eastern store, they usually have own butchery and sell Halal products (beef).

As the son of parents born and raised in Beirut, Lebanon, and being one who shops in Arabic/Middle Eastern stores and is familiar with the food, I can assure you that sugar cookies will be just fine. There are really no different ingredients in that than in Paklava, which is the staple dessert.
