I noticed that Jackson's 2011 estimate is higher than the 2010 census (175,561 vs. 173,514).
Are things looking up in the city (or at least certain parts of the city like Downtown and Fondren), or do you think this a fluke?

A fluke. It's an estimate. There are many times that cities will be "projected to grow" yet they shrink. Jackson cannot shrink much more though, or else it will become very abandoned and a ghost town in some areas.

The important thing is that Jackson's metro area is growing.

When I was in school in Jackson, most of the areas north and east of Jackson were growing extremely fast. Hopefully there will be a revitilization surrounding the downtown area soon.
