It does sound like nonsense, especially considering every state in the union has experienced massive Mexican immigration over the past decade. Being "left behind" is more a matter of cultural attitude than lack of opportunity, IMO. And I'm about as liberal as anybody I know.

Haven't read the article, but what has historically destroyed Black families and neighborhoods are structural barriers to amassing capital like redlining, blockbusting, discrimination in lending, etc., disastrous transportation, educational, and housing policies that decimated Black communities, and urban riots either by Blacks themselves in response to systematic oppression or by violent White mobs. You definitely have to have a holistic view when it comes to this issue and not limit your perspective to the past 30 years or so.
