New census data reveal that Washington, where the population has been more than 50% black since the early 1960s, has lost its black majority. Likewise, due to a decline in the presence of blacks, Latinos and Asians, for the first time since the 1970s a majority of Manhattan's population is white. In the aftermath of Hurricane Katrina, New Orleans, which prided itself on being overwhelmingly African American (remember Mayor C. Ray Nagin and his "chocolate city" speech?), has seen the percentage of black residents drop precipitously.

What are the implications for DUVAL?

What the hell are you talking about? Jacksonville is already majority White.

Are more white people going to move into what you may consider Downtown Jax? No

Is whitey going to move into the Northside? No

The implications for Duval county is this: The Northside will get worse, eventually spilling into surrounding areas. The downtown will ALWAYS suck because the church owns so much of it and it will never get properly developed. Jacksonville will always be the ***** of the state.
