I don't know why Fleming Island High is not on the list but the community is nice.
Because the number of students taking advanced placement tests divided by the number of graduating seniors is not a very accurate indicator of "America's Best High Schools".

Mandarin would be a good choice for your school. Mandarin HS has been consistently rated A for many years until this last year when it dropped to a B.

But......lots of high schools dropped a rating in 2007. All of Clay and St. John's countys' A-rated high schools dropped from their A-positions too, so I would not worry about whether your high school is an A or a B too much. Right now, there are only 3 or 4 Duval High schools that are A-rated (all Magnet) and no A-rated high schools in Clay, St. John's or Nassau county.

Based more on long-term reputation, Mandarin HS is very good.

Mandarin itself is also a good choice for a place to live, it's a solid community.

$600 or $700 though is not going to rent a whole lot anywhere around here. Your family might want to consider going higher in rent to open up the possibilities of better quality buildings to rent in. If it's possible that the budget allows for more rent, I would advise it. Sometimes people want to rent a place for as little as possible so they can save money, etc., but when it comes to safety and quality of life, the trade-off on savings is not always the best choice. Rents are not cheap in Jacksonville, and you'd probably want to search more in the range of $850-$1000+ if you can.

Agila is on a distinguished road
If you can get in either Stanton or Paxon, go for it. They're consistently rated as two of America's best high schools. But Mandarin is also ok. Not in the league of the other 2 though. Good luck
