Hey all
I had an interesting conversation with the MG I teach with. We were discussing the fee and she said she was at a meeting and if your neighborhood has a retention pond it may be eligible for a 30% discount off the Storm water fee

I sent an e-mail to our PM, as well- an excerpt:
HIF's Happy Acres may be eligible for a 30-50% credit due to the fact that the Upper Lake is part of the Lake Mandarin storm water collection system. We would need to obtain certification by a civil engineering firm to verify that it meets the credit requirements.
I'll share their reply- would you do the same?
Any one have a contact with a certified civil engineer?

I just spoke to our PM
he said he is already at work on getting the application & homeowners list to our HOA president.
ok I just called him back and asked
he said you can go out and hire a engineer for $500 hmm wonder if that fee will go up since they may become in demand 
He said to look at your CC&Rs,bylaws or article of incorporation it should have something in there along the lines of "as built" with St Johns water management and a number
he also said that not only do the home owners get the bills but the HOA also gets one

Just looked at the bill again....
Now take into consideration I've only had this house since January this year...
Also consider this same house is now up for sale...
The "stormwater service period" is for 7/1/08 thru 12/31/08 - $30
And there is no stormwater service on my street nor the streets around me.
The "solid waste service period" is for 4/1/08 thru 12/31/08 - $15
I got a deal on this, considering I've had the armiture truck out 6 times to pick up all my construction waste (I rehab houses in Springfield for a living).
One more thought...
Most cities, that have these taxes, have since installed recycling bins. The money made, made more than enough to cover the costs, and have eliminated the tax.
However, Jax is sneekier, they put the recycle bins in first, THEN added the tax. Humph!

Properties, it sure seems to me that the solid waste service that you are paying for is based on the amount of refuse that an "average" houshold would generate. If you are in the business of construction, waste removal is part of the cost of doing business. If there are 500 people doing what you are doing, that is 3000 trips that the truck has made without generating any revenue. Let's say that the average trip is 20 miles and the truck gets 8 MPG. That's 7500 Gal of fuel at $4.15. That's a little over $31,000 for the 6 month period. At that rate, it doesn't take long before we are talking about real money.
I say if the city would charge people based on the amount of waste they produce, everyone would be happier and, as an added bonus, more people would recycle.

In response...
The armiture truck comes down our street every Friday, whether I have anything out or not. So no special trips just for me.
Plus, I have to pay this bill, then the one that comes with the next house, and the next, and the next, 4 to 6 times a year. From what I understand everyone who moves, or buys a house, gets another bill, even though the bill was already paid by the last person who lived there. I think that's called double taxation. Maybe even triple, quadriple etc...
Not to mention that I'm helping to beautify a very bad part of Jax. I buy a crappy falling down weed-ridden house with a pile of trash in the front yard, broken windows, stripped kitchen and bathrooms, previously used as a crack house per sheriffs records, for $20k-$30k. I take out all the plumbing and electrical and replace it with brand new, including the junction and meter box. I replace the roof, kitchen, bathrooms, paint inside/out, new carpet/vinyl, windows, blinds, all new light fixtures etc. Most of the work I do myself to keep the costs around $25k-$30k. Then I resell the house to a single Mom from Hubbard house for $60k. Right. I don't make money on it. I'm retired and have no need for the income.
But I've veered from our subject. People DO recycle. My bins are overflowing every trash day, except for aluminum, which people steal out of the bins for their crack funds. There is still enough #1 and #2 plastics, newspapers, tin and steel cans, etc left in the bins, that if our Jax is on the ball, is reselling for bo-quoo bucks. At least I HOPE they aren't just DUMPING it all!

Anyone know who I would need to talk to if I have not gotten one yet? I would hate to get in trouble for paying something I didn't get.

You can call 630-CITY, but I've heard that it is hard to get through. I would call or e-mail your council person.
