power is not a natural resource like water, and not subject to the same kind of rules and regs.
power is usually generated by private companies for profit, more than likely a long term agreement would be reached and your concerns while valid would not come into play

I am new to town and have always had average billing where i am from. I called JEA and they offer it too. I have to wait till i'm signed up for service with them for 7 months. That's where you just pay a fairly constant average. Has anyone tried that? Does it seem to help ease the strain?

I've used it for my natural gas heat in NJ, it helps to level the peaks of winter billing and the lows of summer minimal usage. you get an idea of what to budget on a monthly basis.
