Question Tax difference: Duval County vs. Flagler County?

Jacksonville is the #3rd cheapest metro taxwise in the nation supposedly. I have checked the sales tax rates between Jacksonville in Duval County vs. Palm Coast in Flagler County and they are the same from what I can tell. The property tax rate is higher in Jacksonville, in fact. So what am I missing that makes Jacksonville's tax rates so much better?
Is there a city tax in Palm Coast that Jacksonville doesn't have? What is it?

Aside from our new Stormwater Fee, our millage rate is all-inclusive. It includes school, garbage pickup, etc. Is it the same in Flagler?

I can do some homework on it. I just cannot figure out why Jax is always considered one of the lowest tax places in the country. I was hoping someone on this board would know for sure.
