I don't think you can.
I think it's stupid to interview that many people--what a waste of everyone's time! I've never interviewed more than maybe a dozen over the phone, and brought the top 2-4 in for in-person interviews. I try to limit it to six phoners and bring in the top two for an in-person unless I've been really wowed.

Neither would I. You will be competing against the welfare mothers, ex-cons, homeless Workforce1 candidates, high school and college students, seniors who want to work, etc, etc. You have a better chance of winning the lottery.

That's reasonable. Either employers know what they want, or they don't. No need to dangle the carrot in 39 applicants' face, when interviewing 10 - 15 at the most - would do.

I don't think you can.
Why would they interview that many people?? I think somebody needs to cull the resumes better. I could get it down to at least 5 or 6 good candidates. You get a pile of resumes- you throw out the ones with misspellings and bad grammar first. Then you toss the relatively unqualified ones. Now you go through the qualified ones and toss the ones who you know will be above the max salary for the position, the ones with spotty work histories and any others that don't quite fit. You get it down to 20 and then start doing phone interviews to get it down to 5 or 6 that you will interview in person. Then you toss the ones that show up late, sloppy or who obviously have no clue. You are now down to 3 with similar qualifications. You send them to take the drug test and usually you can rid of one of them who test positive for nicotine (no smokers hired) and then you have 2 left that are well qualified and meet the salary requirements. Then the fun starts- let's call them in again for call back interviews and tell them a few lies and see how dedicated they are. I would say something like "you know this job starts at 3 PM and goes to midnight for the first 6 months- do you have a problem with that?" That will throw them when they were expecting a 9 to 5 and I will choose the one who says "well I am surprised by that but I won't have a problem doing it". Then of course, after I hire him, I simply say "you know we decided not to do late shift after all".
