As a hiring manager I agree that the process should be as fast as possible and people should be notified one way or the other. Sometimes the delays can be unavoidable, though. Especially these days when cutbacks have reduced HR staff, and one opening results in hundreds of applicants. Our HR software does allow for mass production of letters so we can inform those not making the interview cut, but for those interviewed we will provide updates by phone or e-mail if there's a delay. Right now for example, we are checking references before making an offer, but the HR person has been off sick. This job was announced in January and the new person will probably not start before April, and that's fairly typical since about 2008 when we had more HR staff.

People don't get upset if they send a resume out and don't hear back.

They get upset when they go in for an interview or multiple interviews and don't hear back.

It takes very little effort after someone has been hired to send the other candidates an email telling them they were not selected.

It's called communication.

Seems to be a lost art these days.
