A third interview...why would I be meeting with the HR recruiter now....? (licenses, degrees)

1st interview-phone screen w/hiring manager
2nd-hiring manager in person
3rd- with director of dept....then a separate appt with HR recruiter later that day.
I have not had the interview yet but this process is a little different to me Im used to meeting with the recruiter during the beginning stages not the end. Not complaining just curious of this process...has anyone experienced this.

I would say it because the Department or person you work for weeds out what they want and HR then makes sure everything like references and degrees, licenses and certifications are in place. In other words the legal stuff and paperwork.
The longer it takes to get hired, the longer it takes to get fired!, So you might have a long term steady job.
