When is the Best Time to Call Employers? (apply, application, employer)

It's 2012 and the new year. Believe it or not, today's my 1 year anniversary of when I last held a seasonal position at Target from Veterans' Day 2010- New Years' Day 2011. I apply many times and try to make the application I fill out flawless.
When I finish filling out an application, I receive a letter saying that someone will contact me if I meet the qualifications. Yet I hear many times before that it would be appropriate after a period of time that I call the hiring manager to check the status of my application. Yet I usually get told that they'll call me when they need me or fit the qualifications of the position. Sometimes they don't accept phone calls.
Only a few times when I call I find that they want to schedule me for an interview. Yet with any employer I apply to, no matter what the status is, when is the appropriate time to call so it wouldn't be annoying to them and I wouldn't get the same answer?
