Some companies reject the law, or ignore the law, because they think their way is better or because some HR agency they hired has instructed them that this way is better.
Some companies misunderstand or misinterpret the law, and some companies didn't know such a law existed, that they'd need to obey it.
Just because they're paying for something, doesn't mean they have the right to impose it on you before they've even offered you the job.
Typically, drug testing is done -after- the final interview phase, and before your first day at work. It is a condition of employment. That also means the employer has already indicated they will hire you, if you pass the drug test (and any other tests, such as physicals, eye exam if visual accuity is a specific job requirement, proof of the right to work, etc. etc. etc.)
Well, I guess that kinda put a damper on everything. I had been think I probably got the job , but I also felt that there was something weird about it.

That's when you come on the thread and go completely off topic to address your own questions. The appropriate thing would have been for you to begin your own thread and asked your question.
NYChris- as others have said, it's not at all unusual to request a day or two to think about the offer. Especially if you have a significant other. You're not required to give a reason.

NYChris- I wouldn't say anything about the second interview. As others have said if they offer you the job on the spot in the first interview, tell them you would like a day to think about it.
Which law was broken? I am having the same problem in kentucky. This is twice now. I have filled out new hire packets including the w4. I have not received employment but they have all of my information . if I knew the law that was broken I could proceed better.
