This is really not a very fun situation to be in, but trying to make the best of it.

I am only a year or so out of school and I was recently laid off from my position. It was purely a financial decision. Nothing performance oriented, and I have references from both of my direct supervisors, among many others that I've worked with over the past year. My last day is in 2 weeks, but I'm actively pursuing opportunities and have a couple of phone interviews tomorrow.

What I would really love some advice on - how do I explain to a prospective employer what happened when they ask me why I am looking to leave my current job? I want to make sure I'm honest, but also want to make sure they know its 100% NOT a performance decision in any way, shape or form.

Just tell them the truth. Same thing happened to me and it has not been an issue in interviews. The economy stinks and I think the majority of employers know that. Should be a non-issue especially if you have references from direct supervisors.

This totally sums it up. Everyone knows the economy is terrible, plus you have references from supervisors. Should not be an issue
