I declined a job offered, but changed my mind. called 10 minutes after, was told they offer it to someone else. is that legal?

Duh, yes. BTW they lied to you, they didn't offer it to someone else in ten minutes. Who would want someone so fickle, what if they hired you and then you changed your mind again and quit the very first day?

the reason i declined was they offered me hourly base salary, i miscalculated it when declined it, after got back to my desk i realized make a mistake, called them back, that's when they told me.

So you made an important decision off of a miscalculation? You might not be the right fit for the job.

Why in the world would it be against the law to offer an open position to someone else after you declined it?
