Does it mean anything when phone interviewer gives your her direct tel #? (interviews, hiring)

OK, it's been almost 3 weeks since my phone interview. When I phoned her 2 weeks ago, she said that she was still conducting phone interviews for the three positions; she had fallen behind. They have not reached out to me since then. Why would the interviewer give me her direct phone # in the first place if she wasn't interested? I've no doubt that I am well qualified, but it does involve a significant move as well.
At this point, I'm just leaving it up to chance.
As is typical in this economy, everything in the hiring process is so convoluted that it's hard to say what is and what isn't a good sign.
I would give her a call back since it has been two weeks. She wouldn't have given you her phone number if she wasn't encouraging you to keep in touch with her.
The worst she can tell you is that they're still conducting phone interviews or they went with another candidate.
