I've applied for the exempt position for Refuse truck operator. I put everything on my background, and still got an interview and drug test. Now im nervous because background send me a letter, instead of a phone call. Are they going to trip on my background after i told them the truth. Dont understand if you work for Los angeles sanitation please let me know whats up. Or if you applied for the same position as i did you get a respond yet. Thanks

POssibly make sure that you have a clean background? You say in your post that you put everything on the background. Apparently there was something in the background that made them decide not to hire you. America and CA are just fine. It would appear the issue is your criminal background.
In Los Angeles, not sure about anywhere else, it is a city job. All city employees are put through a background as once you have a job with the city, you get the first opportunity at other openings that come up. Also, as the jobs are VERY competitive, the city is pretty strict on who they will hire.

Here that is one of the most difficult jobs to get. All union, and you have to know or be related to someone to get into the union. Last time they went on strike they voted down a $98,000 wage/benefit package for more. They can afford to be picky about who they hire, plenty of people want those jobs.
