We have entry level administrative jobs that only require a two year degree, starting at about $18-24/hour plus full benefits. Typically though, when we hire the selected person has at least a BA, one recently with an MBA.

An Associate's degree in Business Administration is worthless. People will hire the person with a Bachelor's degree over a AAS. In this job market, she will be competing with people with Bachelor's degrees. ANd employers prefer have overqualified candidates who require less training than those who barely qualify and require alot of expensive training. The employer is in charge in this market.

She should stop taking the easy route. Going half-ass will get her nowhere and she'll waste money and time.

She really needs to have a plan and figure out what what she want to do. She needs to take a career assessment test to figure out her wants and skill sets and what career would just gel with her. Just jumping on whatever fad of the month degree that is easy to obtain (aka medical assistant, medical billing, etc etc) will bring disappointment and be a waste of time and money.

I am deeply entrenched in the job market and have a Bachelor's degree and many years experience. Being laid off 3 times in 4 years and currently employed but making much less.

Does she currently work in an office? If so, she could ask her boss which degree might help her be promoted to what she would like to become.

I really think it's better to view an education as gaining specific and broad skills and knowledge rather than a piece of paper that one buys in order to get a job. A degree is fine but what can one do for an employer. Certifications can be better in some areas, medical billing and medical coding certificates could be more helpful in getting some jobs in medical offices.

Different emplioyers will have different oipinions, a small medical practice has different needs than a hospital administrative office -- if it's medical offices she is considering for employment. Again, if she's working currently and wants to advance where she works, she can ask her supervisors, but otherwise if she knows people who work in offices, she can ask them what it took for them to get jobs in those offices.
