I received an email on Monday for an interview scheduled on Thursday (tomorrow) morning. I was never given a time and when I asked about the time I never got a response back from HR. Should I call/email the HR recruiter to make sure if I am still scheduled for an interview?

Yes. If they have invited you for an interview, you need to know the time you are expected to come in. It is only courteous of them to do so. If they have decided not to precede with the interview, you need to know that, too. Since it is scheduled for tomorrow, you should call them as soon as you have the chance.

I still haven't received a response back from HR. Should I just move on or should I email them again next week?

Move on. If they haven't responded to your phone calls or emails, they weren't truly interested. You can't get hung up on every aspect of the interview process, especially this early, or you will go crazy.

If they haven't responded to you by the day of your interview, then it's time to move on. I would consider a different company if this is how they respond to candidates.
